This book contains only select letter written by Jawaharlal Nehru to his chief ministers. However this book does not mention any letters written by chief ministers back to the prime minister which might show this form of communication as conversational. The editor is this book has divided it into six subjects namely the citizen and nation, the institution of democracy, national planning and development, war and peace, India and the world, eulogies. However Jawaharlal Nehru who wrote letters every fortnight ( he missed some deadlines) had no such things in his mind while writing letters and It is evident from the book like for example a letter written on November 22, 1947 has been divided between chapters The citizens a nd the natlion and The institution of democracy.
