This report presents a case for fiscal decentralization to panchayats. The purpose is to strengthen the panchayat level governance and improve the performance of functions assigned to them. Effective decentralization requiires the combination of administrative, political, and fiscal dimensions. Special focus has been put on the rural India with vrious case studies.
